The Queensland Government’s Department of Education, Training and Employment administers the Certificate 3 Guarantee Program

What is Funded?

From 1 July 2013, the Government has introduced a training entitlement which provides subsidies to assist Queenslanders to obtain their first certificate level III qualification as listed on their subsidy list #.

The principal aim of the Certificate 3 Guarantee under the VET Investment plan is to assist working-age Queenslanders without a certificate III or higher level qualification to complete a nationally recognised qualification that leads to::

• a job outcome for individuals trying to enter the labour market or their desired industry/career

• advancement in the workplace or career progression for individuals already employed in their preferred industry

As you can only access the Certificate 3 Guarantee subsidy once, it is important you choose the right course for you to take full advantage of this opportunity # The Certificate 3 Gurantee provides subsidies for only one qualification

Student Contributions

Under this program students are required to make a financial contribution towards the cost of the training and assessment services for their selected course. There is a mandatory student contribution fee for all students undertaking a subsidised Certificate Qualification. There are two levels of contributions a general student-non-concession and a concessional student.

A concessional student fee is applicable for the following eligible students:

  • Health Care concession card holders (and their partner or dependents)
  • Pensioner concession card holders (and their partner or dependents)
  • Aboriginal or Torres Strait Islander persons

Are you eligible?

To be eligible you must meet a set of entry requirements. If you can tick all of the following statements you may be eligible for this funded training program.

  • I am an Australian citizen or permanent resident or a New Zealand citizen currently residing in Queensland
  • I am 15 years of age or older
  • I am no longer at school
  • I do not already hold a post-school Certificate III or higher qualification
  • I am not currently enrolled in a post-school Certificate III or higher qualification

(Please Note: Certificate III qualifications competed at secondary school are not counted)

# Any student who successfully completes a Certificate III qualification will no longer be eligible for a subsidised training place under the Certificate III Guarantee

# All students are required to complete a student survey within three months of completion or discontinuation of the qualification.

# The Certificate 3 Guarantee is only accessible once for one qualification.

The program provides a government subsidy to support eligible individuals to access one subsidised training place in selected certificate IV level and above qualifications, or priority skill sets.

The aim is to assist individuals to gain the higher level skills required to secure employment or career advancement in priority industries or to transition to university. Employers may also be able to access training to address workforce development needs

Subsidies are provided for a select number of certificate IV, diploma and advanced diploma level qualifications, and priority skill sets critical to productivity within the workplace.

Individuals undertaking training must contribute to their training costs through a 'co-contribution fee'. The co-contribution fee will be greater for higher level training given the increased benefits that accrue to individuals and industry.

The fee may be paid on behalf of the individual by an employer or another third party.

NEw south wales Government Funded Training Available

Smart and skilled

Smart and Skilled is a reform of the NSW Vocational Education and Training system. Under Smart and Skilled the NSW Government contributes to the cost of each course with the student paying the balance. 
You are eligible for Smart and Skilled Funding if you are:
• 15 years old or over, and
• no longer at school, and
• living or working in NSW (or an Aboriginal or Torres Strait Islander person living in specific NSW border areas), and
• an Australian citizen, Australian permanent resident, Australian permanent humanitarian visa holder or New Zealand citizen
• or are a NSW apprentice or trainee

Aged Care Education and Training Incentive Program

The Aged Care Education and Training Incentive (ACETI) program provides incentive payments to eligible aged care workers who undertake specified education and training programs. The ACETI Program provides direct benefits in the form of incentive payments ranging from $500 to $5000 per course.

This incentive is avaialble for all eligible students, regardless of whether they are receiving other Commonwealth funded training.

Are you eligible?

In order to be eligible to receive an incentive payment, aged care workers must meet all the following criteria:

  • Be an Australian citizen or permanent resident; and
  • Be employed on a full time, part time or casual basis providing direct care in and by an eligible aged care service*:
  • at the commencement of their training (in order to receive the commencement payment);
  • at the successful completion of their training and during your training (in order to receive the completion payment).
  • Have a commitment to working in the aged care sector; and
  • Commence an eligible training course between 1 July 2014 and 30 June 2015. Commence means the official start date of the eligible training course, not the date of enrolment.

*An eligible aged care service is a Commonwealth funded residential aged care service, a service providing Commonwealth funded community care or flexible care service or Aboriginal and Torres Strait Islander flexible care services.

Under current arrangements, Home and Community Care (HACC) services are not eligible for incentive payments under the ACETI Program
